The Pilot Bar Bag from ILE, "Inside Line Equipment" from the San Francisco bay area.

It's a compact bar bag that you can attach wether you have drop bars for flat bars, with the multiple attachment points for the strap.

It could also be used as a shoulder bag by utilizing the separately sold shoulder strap.
